O dia 19 de agosto agora é Dia da Luta da População em Situação de Rua. A celebração foi instituída pela Lei 15.187, sancionada pela Presidência da República na segunda-feira (4).
A data se originou do projeto de lei (PL) 4.752/2019, relatado no Senado pelo senador Paulo Paim (PT-RS) e aprovado em julho. A data escolhida remete ao chamado Massacre da Sé, série de ataques violentos contra moradores de rua na Praça da Sé, em São Paulo (SP), entre os dias 19 e 22 de agosto de 2004. No total, 15 pessoas foram agredidas enquanto dormiam; sete morreram e as outras seis ficaram com sequelas permanentes.
“A abordagem do Estado e da sociedade muitas vezes é pautada pela criminalização ou pela invisibilidade. O cenário confirma a urgência de uma ação coordenada e humanizada, que vá além do assistencialismo, garanta direitos e promova a dignidade humana”, disse Paim no relatório.
Paim ainda apontou que em 2023 havia cerca de 227 mil pessoas em situação de rua registradas no Cadastro Único para Programas Sociais do Governo Federal (CadÚnico), que identifica pessoas de baixa renda. Os dados são de estudo do Instituto de Pesquisa Econômica Aplicada (Ipea) divulgado em 2024.
